The North Glenmore Sector Study is currently underway. This Implementation Action of the City’s Official Community Plan is intended to evaluate future potential of the Sector Lands for housing, infrastructure servicing, community facilities, parks, and natural conservation + recreation.

About

On May 26th 2025, City of Kelowna Council unanimously directed staff to work with Placemark to initiate the North Glenmore Sector Study. The purpose of this Official Community Plan Implementation Action is to evaluate the subject area for development potential, infrastructure servicing, and community facility requirements to better understand which lands hold the potential for designation for future urban growth – all subject to future neighbourhood scale planning
The Sector Study will serve as a bridge between the current 2040 OCP policies and future detailed neighbourhood planning + zoning. The ultimate goal is for the Sector Study to inform a Council decision on next steps for planning identified development nodes in the sector.
The Sector Study will be undertaken following a four-phased planning process according to a City-approved Terms of Reference:

The Lands

The ~4,000 acre Sector Study Lands are centrally located in the region, surrounded by the growing economic centres including Kelowna Airport, UBC Okanagan, and industrial lands.

Currently designated as a mix of Rural – Agricultural + Resource, Natural Area, Public Services/Utilities, and Educational/Institutional, the North Glenmore lands present an opportunity to plan for future housing, employment, parks, civic facilities, protected conservation areas, and infrastructure – all in a way that aligns with the 10 Pillars of the City’s Official Community Plan.

Each phase of the North Glenmore Sector Study requires completion of a variety of technical studies and plans, which arereviewed by the City Staff and ultimately presented to Council.

The Sector Study is an OCP-identified Implementation Action to evaluate the future potential of the North Glenmore lands for housing, infrastructure servicing, community facilities, parks, and natural conservation + recreation.

Originally identified as a long-term implementation action in the Official Community Plan, Council passed a resolution to accelerate the Sector Study based on recommendation from City Staff to explore the potential of the lands to meet the
needs of a growing Kelowna – including housing, parks and community facilities

Initiated by City Council, the Sector Study is being undertaken as a collaborative planning process led by Placemark and overseen by municipal staf

The Sector Study is anticipated to take 10-12 months to complete. With the Terms of Reference for the process approved inJuly 2025, the Sector Study is targeted for completion in spring 2026.

Following completion of the process, the Sector Study will be presented to Council alongside consideration of OCP
Amendments to signal future planning work.
